Move Previous and Back Buttons

Is there a way to move the Previous and Back buttons out of the left hand

navigation and into the top area of the RoboHelp skin?  Something like...

Content | Index | Glossary | Search | <back     next>                                            Search ____________________

I've figured out how to do it by commenting out the minitoolbar function. But, I'm just wondering if there is an easier way using the skin editor. I also tried editing the skin file directly and although it add the back and next buttons, it did not control the navigation.
