We actually encountered a similar problem of missing Flash
components, but that was when someone tried viewing it over a
secure access portal connection to our Web application. But if your
app is C++ and on your machine, I don't think that would be the
problem.
The only thing I can think of off the top of my head is that
there is some Flash security that is blocking content, but if
that's the case, I wonder why you aren't getting a warning that
allows you to change the settings. Try going to
the
Flash Player Settings Manager page and see if always trusting
the drive where your FlashHelp is sitting will change
anything.
