Not using CHM?

Again, I'm working with legacy files from someone who's left the company. All our help files are currently in CHM format. Is there something better you would suggest/recommend? And why?

Webhelp can be skinned and made to look better. However, it is not that simple.

1] If the help is installed locally, then generally you want to use CHMs and if it is installed on a server, then generally you want webhelp.

2] If you change the format, the existing calls to the help made by the developers will break. Generally that doesn't make them smile.

You need to obtain more information about where the help is run and agree any changes with the developers.
