Nubie needs help

I need to build a very basic animated banner ad using 4 different photos in sequence.

I did this with an animated GIFF but the end file is too large. (Needs to be under 30k)

So I was told that doing the animation in Flash would create a smaller file.

Can someone give me step by step instructions for doing this using Fash CS5?
