Only topics in the table of contents being generated

I'm on Windows 10 and I'm upgrading my RoboHelp 2019 Classic projects to RoboHelp 2020.5.71.

When I generated my responsive HTML5 output, I noticed that some of the HTML files weren't exporting. After more investigation, I found that if a topic wasn't in the TOC, it wasn't being generated. I have topics that I don't want in the TOC because they're only accessed from the application under certain circumstances (like for a specific error). Is there a setting that I'm missing?

You are missing a fundamental change. All topics have to be in the TOC to get generated but you can then select Hide in Output for those you don't want the user to see.

Thanks, Peter, for the answer and link. The site is really helpful. Only one question: is there a quick way to find topics that aren't included in the TOC.

Try Reports > Topic List. That shows what TOC a topic is in, or not.
