PDF - Blank Entries in Bookmarks

RH 2019.

When I create a PDF, the TOCis ok but the Bookmarks shows gaps. Please see the attached screenshot. 

If you click the bookmarks, they open the topics, ie the actual links work. 

Anyone know what's causing this?

Make sure you're running the latest version - fixes are coming out each release.
