I have an additional problem associated with the problem that was resolved by making my graphic a button.
This is what I am doing:
I am creating a topic with a large gif and changing it to a shed graphic. The topic only has the shed graphic on it.
Then I am going to Images and Media and then HotSpot Images. I select the shed graphic.
The shed graphic appears on the right. I drag my mouse over a section of the graphic. I select Popup Action type. Then in the topic list I select a topic with a description of the area on the screen. I click OK.
When published the topic allows the user to click on an area of the image on the topic and to read the topic text.
A sample is on the following URL. Click on the words on the screen. [link removed, showed a graphic with a link to another topic]
Now when I do this now, and recheck my topic, it has changed and does not have the topic selected. When I publish the online help, the pop up will not work.
The work around for the previous issue, which was how I did this as well, does not solve this issue.
