Printed Documentation Error

I am having a problem with all of my RoboHelp Documents. When I generate a Word document, the Table of Contents that prints out excludes my first "section 1.1". It's there in the chapter layout when I go to organize my topics before generating the document. If I add a duplicate "section 1.1" the Table of Contents will print out correctly but then that section is repeated 2 times in the document. Any ideas as to why this is happening?

Please clarify. The TOC excludes your first section but is it in the body of the document?
