If you view the generated output on your local hard drive (Click the View Output menu option or Eye icon on the output preset) do you see the changes? If you don't see the changes there, make sure you choose the Generate option to create the new output first.
If you can see the changes, try to publish again, then check the publish folder using File Explorer to see if you can see recent dates on your changed topic files. Not all files will have a new date, so check one of the topics you know you definitely changed. Also try opening the topic in your browser from File Explorer.
If none of the dates are updated and you can't see any changes when opening a published file from File Explorer, check that your publish destination in RH is pointing to the correct server location. Sometimes I've seen that the server location has been changed, but the publish destination hasn't been updated to match.
If everything above looks correct, but accessing the pages using the URL is still incorrect, you could have a server caching problem. Try clearing your browser cache and waiting a few minutes before trying to access the page again. Hopefully that would fix it. If not, speak to your server administrator to see if they can clear the server cache.
