Rearrange Panes In XML File

Have been trying to implement a vertical FlashHelp skin, but with the index at the bottom rather than the top. I have tried to edit the XML file (FHS file) to reorient the panels. I can make the panel contents disappear, but I cannot rearrange the way the panels appear (no matter what, toolbar is always at the top, topic at the bottom). I am using the directions shown here

Also the document included with the SDK, as well as searching these forums. After all this, I am not quite clear as to whether I can rearrange the panes, though I can adjust the size of the panes and their contents. Is what I am attempting even possible?

I'm guessing this falls outside the skin XML file and has to do with how the framesets are arranged in the start page .htm file or some other .htm file. There are a bunch of .htm pages that call each other while the help is being launched. I don't really know anything about framesets, but you may want to look at the framesets in the code and see if rearranging the code gets the result you want.
