Refocus/refresh doesn't occur in Webhelp project

I've created a WebHelp project in RoboHelp 7.
Problem:
1) Click a link in browser-based web interface (IE7 and Firefox 2.0) to open the help file. Window opens with correct topic displayed.
2) Keep help file open (same topic), but navigate in UI to another page. Click Help link again. The same topic is displayed (no refresh/refocus to new topic.

Where do I start checking to correct this? My project code? Developer's page code?
Can it be corrected?
