We recently upgraded to RH5 to RH7. In RH5, when we deleted a
topic, we got a message that told us that links to that topic would
be deleted. In RH7, we don't get that message anymore, and the
links to deleted topics are not automatically removed when the
topic is deleted from the project.
Is there a way to enable this feature in RH7? We now have a
lot of broken links. It took us a while to realize this problem
because we were used to RH cleaning this up for us. We can clean
this up ourselves now, but it would be nice if we could keep this
from happening again in the future.

It is not a feature to enable or disable and I haven't seen
anyone else report it. Try in a new project. That will tell us
whether it is your project or your installation.
If it is the project, create a backup and then try just
deleting the CPD before you reopen the project.
