RH2017, When I call CSH(context-sensitive help), the help page blinks

I need a CSH. I generated responsive help.

When I call "index.htm?rhcsh=1&rhmapno=2"

At first, index.htm is displayed, and 0.5 seconds later, the page redirects to an another page.

So, the page blinks.

I want to see the final page without blinking.

Is there any way?
