RH2019 Topics not being generated after migration

I have migrated a project from RH2019 Classic to the standard one. When I generate the classic version, it generates all topics, regardless if they're linked or not (there are some orphan topics). When I generate the standard version, it doesn't generate the topics that has no links at all with the "Default Topic". Is there a way of generating all the files like it was generated in the classic version?
I currently have RH 2019.0.11.

What is generated is now  based on the TOC. It's all explained in the About RoboHelp sample project or here. RH2019 Table of Contents (grainge.org)
