RH2020 - word output front matter section

Is this a bug?

I am taking a word output of my frameless help. When I add the front matter for the toc, the toc shows up fine. When I add a cover page in the front matter just above the toc, the cover page shows up twice. once at the very start as the cover page, which is correct and also as part of the toc as page 1, which is incorrect.

if i move the cover page outside the front matter and place it above it, the toc gets hidden and  the topics follow the cover page.

Also, the cover page always takes heading 1 by default.

Any idea how to handle this?

Have you included the Cover Page in the TOC itself?
