Wondering whether there is a way to add a login

to a chm file or in some other way restrict who can view a file?

Not through RoboHelp or in the CHM itself. Your developers might be able to implement an interface that requires login but likely the user could find the CHM on their hard disk.

You might use a JavaScript to add a password login to the CHM, but that adds a layer of frustration for your users as they would have to enter the password each time they opened it.
