RH9: RHCL-generated WebHelp broken

Source is in FM10, using RH9 to generate WebHelp.

If I generate manually using the Generate command, output is fine.

If I generate the same layout using RHCL (rhcl myproject.xpj -l WebHelp) most of the files are missing. For example, the .htm files are missing from the directories corresponding to each .fm file, the whdata directory has only 10 files instead of 42, and the whgdata directory has only 59 files instead of 424. The total number of files in the project is 256 files vs. 1339 for manual generation.

Am I missing something or is this a bug?

I called Adobe support and they had me change WebHelp > Properties > Content Categories > Content<Default> > Table of Contents from <Default Table of Contents> to the TOC in the project. That fixed it.
