RHx5 Using both a Hyperlink & DHTML

I have a key/legend at the top of a topic page that I want to put
1) an explanation/definition, using a hyperlink,

AND

2) DHTML effects to enable the end user to roll their mouse over the hyperlink to read it so they don't have to click to open then click to close the hyperlink.

Is this possible? The only thing I can think of to use is a MapID.
