Hello. We have two users: User 1 has a full license, User 2 has a trial version. We will be transferring the User 1 license to User 2 in a matter of days (5).
When User 1 generates WebHelp, all is well. No unused topics, no unreferenced topics. When User 2 however takes a copy of the project, and generates WebHelp, the generated reports show all 443 HTM files as Unused and/or Unreferenced. Note that a second project, much smaller, was copied to User 2 and does not have the same issues.
Wondering if anyone has run into this. We do not think it has anything to do with the trial version, but...

I don't believe the trial is limited in anyway, except the time limit.
I'd check that both users have the same patch version installed as a first step. The latest is Update 5 (although I've seen somewhere on the forums that a new patch is due soon.)

Locate the project in File Explorer. Go to the Publish folder and see if there is a folder CSH. If there is, delete it.
Update 6 has just been released so apply that too.

Thanks, Peter. I am User 2 (with the trial version). I don't have a CSH folder under Publish. I just installed Update 6. No change in the reports. All project files (all in use and all are referenced) are still listed in both. 😞

Exactly what reports are you referring to?
Are you talking about the new UI version of 2019 and not 2019 Classic?

Yes, RoboHelp 2019 (2019.0.6), not Classic.
The reports that show all files in the project (truncated at 50) are Unreferenced Topics and Unused Files. Both are inaccurate. User 1 (who started this thread) runs the reports using the same project data and it is accurate (no topics/files in reports).

In both reports there is an additional column that does not display by default, Full Path.
Tick that and then click the Refresh icon above the report. On User 2's machine, is that path correct for that user?
You said that when User 2 generates you get these reports but not whether the help is actually generated. Is it?

The Full Path is correct for User2 (me). The help generates just fine. Everything is good, except these reports. I would dismiss it, but when User1 is no longer available for this project, I will need to rely on these reports.
