Is there a way to configure RoboHelp so that in the WebHelp output all DHTML expanding hotspots are expanded?

Uhh, wouldn't that defeat the purpose? Why not simply insert the text and format it accordingly?

I thought that is the reason for the expanding text. To keep it hidden until the user wishes to see it.
