For now create a table with 5 columns and then put the cursor in the bottom right cell and keep pressing the tab key.
You can also select a number of rows and then use the context menu Insert > Row Below.
There has to be a better way and I am looking into that. This quote seems appropriate.
Here is Edward Bear, coming downstairs now, bump, bump, bump, on the back of his head, behind Christopher Robin. It is, as far as he knows, the only way of coming downstairs, but sometimes he feels that there really is another way, if only he could stop bumping for a moment and think of it.

It seems there isn't a simpler way! I suggest you submit a feature request as I think RoboHelp should be able to let you draw a table but then go into Properties to set specific numbers of rows and columns where they are large as in your case.
Please follow this link to report bugs or request new features. https://tracker.adobe.com. Post the link to your bug report / feature request in this thread and others can vote for it. The more people who do so, the higher it gets prioritised.

It seems there is a complication putting the numbers in Properties. What happens if the number is reduced and whhat to do in case of merged cells and so on?
I have suggested the option is added to the dialog for inserting a table and Adobe will look at that if you submit a feature request using the link I gave.
Do post it here as I will add my vote.
