Russian Characters in RH8

I can't seem to get Russian Characters to display in the buttons (contents, search) in Flash Help. The Alt text will display fine.

I've gone in to the .fhs file and replaced "::??DefaultWebSkinText??::" with what I need but still nothing will display. When I do this with English characters it works fine.

Any help appreciated.
