In MadCap Flare, there is a specific field for setting what appears in the title bar and document tab in the PDF reader, so you can use either the filename, or a custom name.
(It is setting this field from the output preset):
This in turn is then using the title metadata instead of the filename in the titlebar/tab.
RoboHelp allows setting the metadata, but I can't find any option to set the output to use the metadata instead of the filename as the document title.
Anyone have any wisdom?

Don't think RH does the same - you'd probably need to edit the PDF in Acrobat to set that Title metadata element to be used.

RoboHelp uses the filename as the Title. Is that a problem?

It does seem as you suggested that the only way to do this is to manually edit the PDF. I have indeed added a tracker request: https://tracker.adobe.com/#/view/RH-12967
