In that case you need to discuss the options with them.
I would suggest an online output in the same format as will be used when the project is complete as well as a PDF or Word document.
They can run the output locally to get a feel for it and they can add comments in the PDF or Word document. They could use Review if they create an Adobe profile, they don't have to buy any products for that. A PDF is perhaps simpler. Word documents are perhaps easier to review.

You generate an output and put all the output into a zip file. Send that to your client and they unzip it. If they open the index.htm file, they can view the content. If you have clients, this is something you should know.
