So, I created a Skin, but it isn't available on the Layout tab for the WebHelp output.
So I have to "save" the skin somewhere? Thanks for the help?
Also note that "webhelp" isn't an output any more. If you upgraded an existing project, the output will have been changed to Responsive HTML5 although the name of the preset will not have been changed. The only way to tell which sort of output you are generating is to look at the icon next to the preset name. For example, Responsive is a little shield with a 5 in it, while Frameless is a globe icon.

What do you mean by "I created a skin"? Do you mean you created one in Classic prior to upgrade?
The WebHelp format has been replaced by responsive skins in 2019. See RH2019 Outputs General (grainge.org)
