Start Page versus Default Topic in Published Webhelp

Can anyone explain to me the difference in how the Start Page opens a RoboHelp 2020 project and the first topic it opens to is the Default Topic?  Is that correct and can these two files be the same?  What is the real purpose for the Start Page?

The start page opens the toolbar, the TOC, the default topic and so on. The default topic is viewed within the start page.

 

Double click a topic in File Explorer and you will get the topic without the toolbar or TOC etc.
