Subheading TOC entries not translated in RH 2020

(Using RoboHelp 2020.6.76) We converted our guide from FrameMaker to RoboHelp earlier this year. We have localized the text in the HTML files, but many subheading TOC entries remain in English. These were converted with a "TOC" bookmark instead of an XREF, like so:

 

     <h3><a id="TOC_Creating_and_designating"></a>创建并指定工作组文件夹</h3>

 

The TOC file has a link to the bookmark and uses the "navtitle" text in the TOC:

 

     <page navtitle="Creating and designating a workgroup folder" href="../contents/VW2022_Guide/Workgroup/Sharing_custom_content_using_workgroup_folders.htm#TOC_Creating_and_designating" format="html" processing-role="normal"></page>

 

We can paste the correct translation into the navtitle, but we'll have to do them all over again the next time we translate. Is there any way to get this to update automatically going forward?
