When I right-click a subtopic of a bookmark from my generated help page, it doesn't take me to the exact subtopic that opens on the new page. It takes me to the main header topic on the new page.
When the source code is inspected, the bookmark ID value shows the same sub-topic name instead of a href tag.
For example, id="sub_topicname" should be id="h.123456j."
When we investigated the other working pages, the bookmarked subtopics worked as expected since they automatically generated a href id value.

You haven't said which version of RoboHelp you are using. Please always start a thread with this information. Go to Help > About and include the full version number.
What do you mean by sub-topic? Are you referring to the area with the bookmark.
Try removing the full stops.

This "id" value references to Person Information. This is one of the subtopics we have bookmarked; when we right-click on it and open it in a new tab, it goes to the bookmarked subtopic without any issues.
<h3><span class="c27"><a id="Status_Groups"></a>Status Groups</span></h3>
On this page, the id value shows Status_groups instead of the h.xxxahdurla value. So when we right-click on the subtopic, it doesn't land on the appropriate bookmarked subtopic and lands on the Page header.
So, as a workaround, I have manually edited the id value to h.rahares8 by replacing the Status_Group, which doesn't work.

Your images seem to be the mini toc on the right of any topic. Bookmarks are applied to the topic content.
Normally bookmarks are created by either selecting some text or by clicking before or after the text. You then click the Bookmark icon and default text will be shown. You either accept that or change it to something unique. Then elsewhere you create a hyperlink to that bookmark by clicking the Insert Link icon. That shows your topics and any bookmarks in them so you select one and click Link.
You refer to automatically generated values. They would never be in the format h.123456j.
I don't follow your In This Topic images or your workflow.
Normally a user would left click the bookmark to be taken to its target. Why are you right clicking? Something is not coming across in your posts.
