Translation tool disapeer

I don't see the "translation" tab at the bottom side of the left toolbar.

Is this some plugin I should install? Or some project's settings?

Which version of RoboHelp do you have? 2019? Translation Management is a new feature in RoboHelp 2020.

That's the reason. I have got 2019.
BTW. I can't find tutorial with good practices "how to organize multi language RH project".

Can you give me some.... if you have?
