Unable to share the review: You must {link} in order to send invitations.

I want to share the review.

I tried uing Invite Only Add people. After entering the email and clicking on Invite I get the error as "You must {link} in order to send invitations."

When I try to change it to Public I get the error "There was an error adding public access."

 

What is it I am missing?

 

I have Creative cloud installed on my machine and I can see cloud storage as well.
