User Defined Variable option is not available

Hi,

The User Defined Variable option on the Insert menu is greyed out.

I am using a RH project created in RH9. This project had UDVs already created. However, when I open a topic with any UDV, it displays ERROR: Variable (tools_quick_search) is undefined. instead of the variable name. It does not show the value of that variable either. But when I hover the mouse over the Error phrase, the variable name is shown as a tooltip.Also, I cant see any variables on the User Defined Variable pod, though I am sure there are many variables in my project. Can you suggest a solution?
