Web application

Hi, i'm an animation student and i know that i should know how to phrase what i'm trying to make, but i just cant seam to figure out how! i'm trying to make a creative cv for my proffessional studies module, and although it's great as a hand-in peice, i'm trying to make a web application to code into my tumblr blog, as it would look really impressive for prospective clients!

so, now you know WHAT it is, i'll describe what i'm trying to do. have a look at the image bellow. the 'tab' areas (the pointing finger), (lets assume we are holding this in your hand now, left hand holding a tab) when turned anti clockwise or clockwise, moves the viewfinder (where you can see words, each 'disc' is arranged on seperate layers) so that you can read the information bellow. the disc cannot move from it's anchor point.

my design for this application is to have the mouse, when clicked on a tab, allows the user to drag that layer in a circular motion, with the layers achor point remaining stationary. each disc to be movable seperatly, and then a button to be able to 'turn over' the cv for the 2nd half of information (i know how to make buttons/ this last part don't worry)

basicly, if you've ever used a 'code breaker' disc as a child (see second image as reference), you'll understand the construction of this if it were made of card and sitting in front of you now. HOWEVER. i want to make this as a web application. could someone please reccomend a suitable tutorial or guide availble here for me to follow! i'm sorry it seams like such a trivial question and i must sound like a right thicko, but i thought i'd better try!

i"m looking to make this application on ADOBE FLASH CS5.5 for use on Tumblr via HTML code. Could also use DREAMWEAVER if that's easier.
