Can you post a screenshot of where you're seeing this? I suspect it's in the Single Source Layout pod (possibly called Output pod in RH2015 and RH2017 - you didn't say which version you're using) and if it is, it's just the name of the output configuration file, not the actual output itself. But please post a screenshot to confirm.

You can view WebHelp locally or on any server that has been configured as a webserver, so not quite any server.

Your IT people can tell you which server(s) to use.

Just to add to my previous answer, the output might work on a network server. It depends on how it has been configured and this would be the same for webhelp from any authoring tool. Network admins can allow or block certain file types and it depends on what they have done.

When you right click in the output pod, you can create further outputs and more than one of any type. What has happened here is someone has created a second WebHelp Pro output and left it with the default name of New WebHelp Pro.
