why do my topics tun into books?

The idea was to have topics that would show some of their sections in the table of contents but bookmarking the level-2 headings; however, those topics, when compiled, became books. Not something we can't live with, but it isn't what we'd planned.

Any way to keep topics with bookmarks as topics, instead of turning into books?
