Why don't image borders come through in PDF (RH9)

I'm using RH version 9, and when I generate a PDF, image borders are not coming through. I checked my stylesheet, and there's nothing in there that's overwriting the inline code to add a border.

If the border is one you created in Rh, it will not survive to the PDF. If you add it to the image using SnagIt or similar, it will.

Yeah, I'm adding it in RH. I do have SnagIt, so I'll just add them that way.
