In the "All Map Ids" view of Robohelp HTML (Vers.9) one can filter out the used MapIds such that one only sees the unused ones (marked yellow).

Is there a way to write them out to a file. There is also no way to cut/paste from the list view.

No way that I am aware of.

The file is a simple text file so you could open it in a text editor. Using a copy of the file, perhaps you could then get it to show just what you want.
