Glossary Hotspot wizard issue

I am currently creating an instructional manual using RoboHelp 2019 classic and publishing to a server using WebHelp. I have added a glossary so that the user can view the definition, descriptions etc. only when needed. I unstand that the "Glossary Hotspot Wizard" can automatically add expanding hotspots to any topic containing an identical phrase found in the glossary. My question is, why within 1 single topic, when the glossary term is found 4 times, why is the 'hotspot' recognozing the first and last times the term is used? I would think that within a topic the hotspot should identify the first time the glossary term is used, or all times it is used. I don't understand the logic. Here is an example:

Some would argue as you do that it is only needed once, others would argue something might draw a readers attention straight to further down the topic so the glossary term should be there as well. Adobe obviously favoured the latter.

 

What is wrong is that only two of the four terms have links. I think you need to look at the code behind each term to see why.
