How can I create a search index for Oracle Help with language set to en_GB?

I am generating output for Oracle Help. When the language is set to English (UK) in the output wizard, the generation of the Full-Text-Search fails. The search tab is present in the output but there are no search hits. The output pod contains an error message "Invalid ISO 3166 country code". It turns out that RoboHelp tries to use a country code for the United Kingdom of "UK" where according to ISO 3166 it is "GB", hence the failure. This error occurs for no other country in the language settings, for example FI_FI works fine. I tried replacing UK with GB everywhere I could find in the installation of RoboHelp but it does not help. Setting the language of topics to "English (UK)" causes no problems, but to create output I have to overwrite it with "English US" in the output wizard.

Oracle Help for Java version 4.2 supplied in "ohj-12.1.3.0.0".

Is this a known bug? I cannot find any mention of it.
