HTML output not containing all of the topics in the ToC

We have a project that's divded into two major parts.  The topics are divided accordingly.  When I generate either the Responsive HTML5 or Frameless output for the project, the first part is fine.  The second part (which is currrently much smaller) contains none of the topics that are listed under it in the ToC, but shows 2 of the topics that are in the other part.  The topics shown are also where they are supposed to be.  I deleted that part of the ToC and readded it, but that did nothing.  Anyone have any ideas?

Generate locally & examine the output there - is it good? If so & the web server location is "bad" then you're not replacing all the files on the webserver.

What version of RH? RH2020+ requires all topics to be in the TOC now to make it to the output.

2020 .4.173  The topics are in the ToC.  The output is just messed up.
