I edited the .css file for my project so that the Normal paragraph style font size is Segoe UI 9pt. However, whenever I start typing in a new topic with the Normal paragraph, the font size is 10pt. I have to manually change it to 9pt from the Font Size drop-down list.

The first thing to check is of course whether the correct CSS is applied to the topic.

If it is, something in your CSS is overwriting the styling. When you open the CSS with notepad, do you have a text 'font-size: 10pt;' anywhere?
