randomly all of a sudden adobe flash is unresponsive in every instance

Even on Uninstall Flash Player for Windows the Flash Player version box provided will not show up, so i cant change any settings
my version is current and up to date , im currently using the current version of firefox, will also not work on chrome
windows 7
speedtest wont load
youtube videos wont load
netflix wont load

my network speeds are normal SpeedOf.Me Test Result
