When the Responsive HTML 5.0 output is opened in a mobile browser or in any browser with a zoom level of 150%, the full TOC is not displayed.

I have to click the Hamburger menu twice to display the full TOC menu on the left side bar. Please help.

The Responsive HTML5 works by breakpoints. This determines when a user gets the Desktop, Tablet or Mobile layout for their content. Zooming in affects the available screen real estate and may show a different layout.

You can change these breakpoints (the width of a screen when another layout has to be shown) in the Screen Layout settings. Right click the skin and choose to edit. There is a section called Media Query where you set the breakpoints in pixels.
