I have been using RH for years and had to upgrade to RH 2019...not of my choice. Is there any way other than changing the display properties on my laptop to resize the topic windows (panels)? The cursor does have the edge grabs but when I drag to resize nothing happens. Thank you.

If you mean where I have shown, you can make the topic panel narrower by stretching the grey areas left and right. You can't make it narrower then a predetermined size but you can hide both panels.
It's worth taking a look at the sample project RoboHelp Reimagined as that has a lot of information about using this new version.
Post edited to clarify which panels can be stretched.

Thanks but my issue was re: expanding the windows not making them
narrow....cursor changes but can't resize. Tech support said it's my
display settings.

Display settings will not change the functionality.
Do you mean expanding the two panes left and right of the authoring area (the grey panels rather than the white authoring area)?. If you do, then they should expand by dragging. Do you have the updates applied? You should be on 2019.0.7.
Otherwise as I said, you cannot make the grey areas narrower than the predetermined setting. What you can do is hide certain panels.

That's my point...I can't expand while dragging the cursor...it doesn't
expand. Therefore the pane where my content resides is very narrow unless
I remove the 'properties' window. See attached. This makes no sense to
me...if the cursor changes then you should be able to drag the window...I
cannot.

My previous post was wrong. I can make the topic area narrower, not wider by dragging. As I originally indicated, there is a limit to how wide the content area can be made without hiding panels.
Just how narrow is the area you are seeing as it's not something I have seen anyone else comment on. Can you post a screenshot?

You can always submit a feature request to change the behaviour.

I do have an older monitor...I think it's 17"...resolution is 1280 x 1024
and I do have a custom scale factor of 112%...but I can "drag" corners of
windows in all other programs....including the software for the company I
work for....to resize windows even with my odd display configuration.

Having seen your screenshot and by changing to that resolution I can see why this is such a problem for you.. You will have to report the bug as I suggested and for now you will have to hide panels as suggested.
I think the best method would be the second one I suggested.
You can also hide it in a more useful way. If say Contents is open, click it again and it will hide. Click it again and it will display. It's a toggle. If you click another icon, that opens straight away.
