I am using RH 2019. I generated a Responsive HTML 5 project. It works fine on Chrome (Windows and Mac); however, the TOC doesn't appear on Safari (Mac). Is there something I can do?

Are you using Classic or New UI? Can you try generating one of the sample projects and see if the TOC displays for that?
