I want to create a TOC for my responsive HTML5 output in which the TOC defaults to already being expanded.

 

Instead of this . . .

. . . we want this to be the default.

Can this be done?

The short answer is No.

 

Different skins have different behaviours and in some a book will stay open once the user expands it. However, that is not what you want.

 

There are many threads already on this. Search on Expanding TOC.
