Downloaded stock image is missing 80% of it - only on vector option

Sorry to be making multiple posts in the forums here, but I noticed a new issue unrelated to my other post.

On this stock image linked below, the vector and .jpeg versions do not look the same. The .jpeg matches the preview image from Adobe's stock site, but the vector only includes the "Hello fall" from the top right.
