i am uploading design on adobe stock for a year. My sister also want to create a account on adobe stock. I am uploading vector design and she uploads Ai generative. Can adobe block our accounts or not

You are fine, so long as you have two separate accounts.

You cannot share an account. You must each have separate account names, separate log-in IDs and passwords, separate tax ID numbers, separate bank accounts (PayPal, Payoneer or Skrill).

You will be fine, the IP address is not an issue. But thee questions always let me think that you are looking for getting a second account, which is prohibited. If the account is really that of your sister, why should there be an issue with that?

Actually i listen that many contributor creating different account on thier siblings name and adobe stock blocked their account so I am worried my account will be block due to my sister account.

Where do you hear that?
Accounts get blocked, when there are violations of the terms and conditions, not for having a sibling having an account. Most of those "sibling" accounts are indeed a secondary account to circumvent some of the account restrictions. Do not expect Adobe to be dumb and not to see, when duplicates get uploaded, or both accounts have very similar assets.

I think what you actually heard was from a contributor who tried to 'trick the system' by using his family member's names (brothers, sisters & cousins) to make multiple accounts for himself.
That's not the same as what you're asking.
If being blocked concerns you so much, tell your sister to submit her work to another service.
