It was in the contract you accepted. If you don’t bother to read contracts this will happen. From TV to mobile phones, such charges are normal with subscriptions. Notice too there is a monthly co tract that costs more; that’s the one without a penalty.
Oh and don’t expect a reply from Adobe. This is a community forum, and the people who reply are not staff, just end users like you.
In addition to what Test Screen Name has said, if you'd like to receive an answer from Adobe, then you need to utilize the "Contact us" on your account page. Be sure to read what you signed to before contacting them.

That's how subscriptions work. You pay, even if you do not use the service. Your phone subscription works like that, you gym subscription works like that and I have a subscription to different news paers and when I do not read the papers I still have to pay...
