As Nancy has indicated, all of the guidelines that you need to follow are spelled out in the Adobe Stock help pages. If the majority of your images have been rejected, it would appear that you need to work on  your photography and editing skills. There are many on line sources for learning. I took many courses from Creative Live and frequently utilize the free content in  YouTube as well as on the Adobe help pages.
