There is a reason given for the rejection: Quality and technical issues.
The picture has multiple issues, the one that I see first hand is the oversaturated colour. But I think that the exposure is not correct too and that the elements are not sharp because of camera shake. There my be also optical defects and I think you tried to oversharpen.
